The transactions submitted using Direct Payables (Open Banking) are treated as one of three types of standard generated transactions: Domestic Wire, International Wire, or ACH Pass-Thru. As a result, the transactions are subject to the rules established per your configuration and setup—Open Banking policy limits are enforced at the time that files are submitted, and transactions are processed through the existing ACH processing or wire processing as normal Pass-Thru transactions or as wire transactions.

For ACH Pass-Thru transactions, the effective date within the file will be aligned with the set configuration.
When a file is submitted, the Direct Payables service checks the Open Banking policy and the Group policy set by the FI. At the submission point, the Customer and User entitlements are not considered because this process is happening outside of online banking.

If the Customer is included in a Group that requires two approvals, the Group rules will apply, even if the Customer settings do not require another approval. For example, if a Customer is enabled for Draft and Approval and the Open Banking Policy Allowed Actions > Approvals is set to one approver, but the Group policy is set for two approvers, then two approvers will be required, because the more restrictive entitlement will be applied.
Because this process happens outside of Q2 UUX, the policy check disregards the dual action or authorization token enablement set in UUX. If you enable the customer to both Draft and Approve transactions within the Open Banking policy and only require one approver, then the file will process upon submission, and no further action is required within UUX (the submission acts as the sole approver). However, if you enable the Customer to both Draft and Approve transactions within the Open Banking policy and require two or more approvers, then the file submission will count as one approval and the transaction will not be processed until one or more users, logged into UUX, performs additional approval(s). Refer to Setting up Customers for specific approval scenarios for more information on the specific setting to use to achieve the setup your customer wants.
Note
If a second approver is required, they must log in to digital banking, which requires a user session. As a result, the transaction is no longer processed using the Open Banking policy and the entitlements configured for that Customer and transaction type will apply to the transaction instead.
